Questions on how new items are obtained!

Hi guys! I've returned back to Neopia for about a year now, not playing since childhood like most of us.

I can't seem to find any answers on some new questions I have.

How are people obtaining new items that restock in Neopian Shops? For example, I was so excited when the Ethereal Uni Body & set came out, a total dream pet.

So, since then I've tried to keep up on checking Cog's for restocks to find it but to no avail. I found it on the TP for 20m, but I don't have that. Is this a normal price? I see it with a lot of new items. Is it just the rarity that drives the price?

Do I just keep checking the shop? Is there some timing tip when it becomes available that I don't know? Or should I just wait until the price goes down?

Thank you for the help in advance!
