TQ placement and its velcro

I'm still new to this and I do see few people carry a tq around dangler pouches, which means that they have the hook velcro on the tq facing towards their clothes, and from my experience it snags on clothes a lot and will mess the shirt up if it is those silky material, do people just not really care about it or maybe just place the tq in a pocket or on cummerbunds.
