Banned countries visa advice for just I-130?

I'm a USC, wife is from and in a banned country with no visa for the USA. We filed I-130 last year. Some lawyers are telling us to wait out the current administration, others are telling us that spousal visa's are exempt from the ban. All want to charge me money to talk more. Haven't paid any yet. Does anyone know if spousal visa's are actually still happening?
