Ranking jobs that are on oriel but don’t have places - should we rank them?

I am currently in the process of ranking IMT jobs and there are a few that are rankable but say ‘places 0’. I assume these are posts that aren’t available due to someone not progressing out of them, my question is should we put them in our rankings/ do they mean anything for upgrades or creation of new jobs?
