Kea DHCP weirdness

A few days back I had several failed attempts to upgrade to 26.1.3 and started seeing some general weirdness after that attempted update. So I decided to do a complete re-install and am seeing pretty much the same thing:

Running a fanless PC (N150) with three interfaces (WAN, LAN, Wireless).

I configured Kea DHCP with two DHCP subnets (LAN = 192.168.10.0/24 and Wireless = 192.168.20.0/24) with DHCP ranges from 100 to 200 on both subnets.

I also assigned several reservations in both subnets.

The problem is that Kea DHCP seems to be completely ignoring the reservations as well as assigning DHCP addresses that are almost exclusively from the LAN subnet.

I do have a firewall rule that is just basically a pass on the wireless subnet to hosts there to see the Internet.

Is there something completely stupid that I'm doing/missing/should have done?
