Stuck on setup my PIN but can’t without internet

I recently upgraded my pc and now have different motherboard, when I booted windows I was met with text saying “your pin is no longer available” and was prompted to setup my pin but couldn’t because I need an internet connection.

I have checked and the ethernet is working fine, one green dot and a blinking orange. Ive tried other solutions like using a usb connected to my phone with tethering which didnt work. I also tried downloading the LAN .inf drivers onto a usb and installing those, didnt work.

My motherboard is the asrock x299 extreme4
