Scream of the dedicated not working with multiple skills ( Flicker strike, Cyclone for instance )

So I just got my secondary toon leveled, which I wanted to my a good old Cast on Crit setup with the new scream of the dedicated belt giving me the Diamond shrine. Why not - 100% crit so I can go all in with crittical multi and defenses.

But to my surprise, I can see the Diamond shrine buff over my head, but it doesn't work on my skills, only on some like ball lightning or mines, flicker strike and cyclone does not get the bonus.

is it a bug? the diamond shrine literally say '' All hits are criticals '' , but it doesn't proc on cyclone.
