People who have dogs in an apartment, is it worth it?

I want to get a dog but I am upstairs and have no yard so I’d have to take it outside to do its business because I don’t want to use pee pads. My apartment also charges pet rent but I’ve heard if you get the dog registered as an emotional support animal you can get the rent waived. Does anyone have any experience with this and have any advice? Is it worth having a dog in an apartment to have a dog or should I wait till I eventually have a house whenever that may be?
