Possibly moving to Amsterdam Netherlands

My brother in law and sister might be moving to Amsterdam, Netherlands from Texas. Chances are very high within 8 to 9 months. My brother in law asked his boss, Is this a actual possibility because if it is my wife and I will go scouting for houses in May and his boss said yes go ahead and book the flight and check out surrounding towns.
