Are Goliaths and Thunder Warriors related?

Semi-serious question made out of admittedly cursory knowledge on both, so please don't jump down my throat.

Obviously I don't mean directly. But is their origin as short-lived, hyper-aggressive, mentally unstable superhumans tied to a similar fictional science in universe? What I mean is; has Goliath accidentally made something close to Thunder Warriors?

Are they just more of the "failed superhuman" narrative thing, like Gland Warriors, made to emphasise the perfection of Space Marines in contrast? Or are they just a 2000AD reference lol?
