Unable to install nvidia drivers after upgrade, even after resetting windows

For a while I've been completely unable to install nvidia drivers. I ignored it for a little while since I was about to get a new GPU, but now that I've installed it I still can't install or update any drivers.

I've used DDU to clean out out installs of the drivers, and I've used NVCleanInstall to try to get around it, but not luck. I've tried older versions of the drivers, with a clean install, and also no luck. I've also tried resetting windows (while keeping my files) to see if that does anything, and it still doesn't work. This is a brand new GPU, and I'm at my wits end, I have no idea what could be causing this.

Could it be a hardware issue?
