Where to buy live roaches In florida legally?

I have had someone steal my package at my apartments complex 2 times in a row. I want to put a package slam full of roaches in it, so when they open the package in their apartment. They get infested. It is a package building where it's shaded so the roaches won't die from heat. But since everyone shares the same package drop off location it makes it really easy to get your stuff stolen. What species would you reccomend? The apartment complex is gated so I'm 99% certain it's some one that lives next to me.
