Phobie Design Guide

Hey Folks,

It has been a while since I have written a new document for Phobies. With the last round of testing, I spent a lot of time reflecting on how I think about Phobie design and Phobie balance. Since so many players like to make their own Phobies, and end up asking how to balance them, I thought it might be helpful to share my thoughts. I am not some master of design, but I do put a lot of thought into what I write. May some find it useful.
