Prox chat not working

I cannot hear other players on prox chat. I can hear and talk to my party members. Other players can hear me when i toggle to prox chat but i cant hear the other players. I have check all my in game audio settings and they are the same as my friends (who can hear others) and match all the youtube videos “fixes” for prox chat issues. I have reset all audio to default, made the output headset/stereo and system default but still can hear other players in prox either way. Has anyone had this issue or know a fix?

I play on xbox and use turtle beach headphones but I don’t hear others when im not using the headset and just using TV speakers as well.
