Steam wallet gift error + purchase errors (region/currency issue?)

My dad sent me a €5 Steam digital wallet gift, but when I tried to accept it I kept getting the error: "An error occurred accepting your gift, please try again in a few minutes." My account store currency is CAD, so I thought it might be a currency issue since I live in the EU now.

We then tried: -accepting the gift multiple times (phone and PC) -declining the gift so it would refund him(again phone and PC) -buying the game directly through the cart with a European card(gave me an error) -Eventually we payed with an old Canadian Visa

Everything except the last option gave some kind of transaction error. Even declining the gift gives the same error message.

Has anyone run into this before? Is this a region/currency issue or just Steam bugging out?
