No Yvonne or Last Rite, what do I do?

So uhh I'm not sure if this counts as lucky or not because I got her at 30 pity with the free 10 pulls, but I didn't expect to get her at all since I don't have Last Rite/Yvonne (and don't have plan to obtain them in the future either).

So how do I build her? Is her signature a big upgrade? Ideally, I don't want to because I have plan to pull for Rossi and her signature but I'd do it if it's like a 30% upgrade over the next alternative. I have wedge, and probably 1 copy of the battlepass weapon later on.
