Is my friend viewbotting his streams?

This is more of an acquaintance than friend, and I'm sorry I didn't know what subreddit to ask this in. I'm not a streamer so this isn't jealousy or anything, I've just noticed a strange pattern.

Every stream, his views go from 8-16 to 108-116 within the first few minutes on Twitch. I know streamers that average hundreds that still take around 15-20 minutes of being live to build up their normal audience.

Another sketchy thing is his chat has almost no people in it. He has a few regulars, but for 100+ viewers there's only ever 2-3 people talking at once. It reeks of viewbotting to me, just the way he always has the same number of viewers and never an active chat.
