Someone was kicking their dog in Chipotle

In Lynnwood. The poor dog was sitting down and it wasn't bothering anyone but the man (tall, white, light reddish brown hair hidden by a bandana, tattoos, late 20s-30s) kept jolting its leash and kicking their tiny white pitbull, hard enough to leave large bruises on a human and laughing each time it whimpered. I had never witnessed someone hurt their dog before. I really didn't want to get into it but after the fourth kick, my empathy took over and I said "Leave the dog alone".

This man got in my face and threatened to punch me, yelling "It's my dog and I can do whatever I want to it", yelling racial slurs and accusing me of being on "fentanyl and coke". While I ignored him, he kept walking towards me, threatening to hit me. I said "sorry" even though I had done nothing wrong but that didn't stop him, he kept yelling while his girlfriend, who didn't look at me, barely said anything while 20 people stared. Finally he shut up and stared at me as hard as he could. He stopped moving with the line just to stare me down while I looked past him.

This is only thing I think I shouldn't have done because of safety, but when he wouldn't look away for almost a minute I blurted "wow you're really mesmerized by me" and he started chasing me with his hands. The restaurant staff actually let me in the back and barricaded the door and said they had called the police 5 minutes ago. The police asked if I wanted to press charges for harassment and said they were going to get the tapes. I decided not to press charges, but I dunno, maybe I should've. I was afraid what he would do if he knew my name.

A grown man threatening to beat up a girl was weird and even weirder that his girlfriend wasn't phased.

Thoughts? The police told me they couldn't take the dog from him or send him to a psychiatric ward. I have never witnessed someone harm a dog before and didn't know what to do.
