Tupperdor over humidity help me

When I stored cigars in a Tupperdor in a Boveda 65% humidity pack, they invariably became excessively humid. Do I need to lower the humidity to 62%? Or are most cigars just shipped from the store overhumid? Should I dry-box them all and store them at 65% humidity again?
