Group Study broken?

Me and a friend were testing some different skill combo to try and refine our builds when we noticed that he wasn't doing as much damage. When we tested it further we found that exited state didn't proc after his first hit on each enemy which we concluded meant that group study wasn't doing anymore action skill damage after the first hit. We confirmed this when those enemies couldn't be re-entangled on the same use of the action skill. But once we removed the capstone exited state worked as intended again and he started getting crits on every shot. I'm trying to figure out if this is a problem anyone else has noticed.
