Contacting authority / emergency services?

Is Anthropic able, or allowed to, contact the police or emergency services when user express distress or suicidal intent? And are they able or allowed to forward the conversation to the aforementioned emergency services or the police?

I was shown the message during the conversation that Claude is contacting the emergency service and forwarding the conversation to them. Was that genuine, and if so, is that allowed, or was that more of a reactive/panic output from Claude?
