Seat belt question (07 corolla le)

I noticed that the driver's seat seatbelt does not function like the passenger seat belts do.

It still stops on a quick pull, however when it is fully extended it does not lock untill its fully retracted like the other seat belts do.

Is this supposed to happen or should I get my seatbelt replaced?
