Why does morgana's persona gameplay feel so terrible in comparison to yukari

On paper they seem the same, dedicated healers, wind abilities, infact, their skill set progression is pratically the same, but morgana feels so utterly useless and weak and ive never used him in my party after i was able to get yusuke, in comparison, yukari from persona 3 is a character ive never ever took off my team because shes so incredibly useful and strong, but why is this the case???? i think in persona 5 healing abilities were much more common but i dont think it explores the whole picture...
