Anyone experience this with water at home?

I live in a 12yo HDB, those fabricated builds so not conisdered old old. Filter turns brown too. Master bedroom less than 1 month turn brown, common toilet maybe slightly over a month. I get it that Singapore's water is potable but the pipe conditions vary widely I suppose?

Im wondering if there's a difference between the old build vs new build(fabricated) HDBs.
