Who are the characters in the Desperado Undead?

Could someone tell me who the names are? I know there's Anne-Marie, Wendy, Jack, Amanda, Ripley, and I think a couple others, but I'm not sure who any of them really are. I'm also unclear on Dream Giver, is that one of his 'voices'? Or is it the government kind of? Or is the tyrannical government all in his head? And is the higher singing voice who's lyrics are mostly in quotation marks a different character? Sorry for asking so many questions, I found them just a couple of days ago through Staria I and have no clue what's going on with this album lol.
