My landlord neglects their oldest dog.

Problem/Goal: TRIGGER WARNING ⚠️ ANIMAL NEGLECT My landlord neglects his oldest dog, I am unsure what to do since I rent one of their rooms and I can't leave yet.

He knows that the dog(old male Shih Tzu) doesn't eat dry dog food since they accustomed him to eating human food. They don't bathe him anymore and his fur is already matted and he smells already, they also keeps him out of the second floor where they sleep and have somewhat decent(?)/better place. The first floor of the house is dirty and full of trash, the dog's pee, and feces which took days before they clean. They also have other pets, which they take better(?) care, they give them attention and food at least.

I have tried messaging them to give them hints that the dog hasn't eaten yet, there's no food yet, there's pee or feces, etc. most of the time it is ignored. I have been giving him food for several weeks already, albeit not consistent since I also have pets and I don't have extra budget and time. I try to give him food in the mornings, because that's the only time I can afford. I have offered before that I can prepare the dog's food in the morning, that he can just provide or pay the food but he ignored it and just gave the dog some left over food. I am losing my patience with the landlord and am not sure what to do. I have been throwing shade sometimes to give them a hint, such as jokingly telling my pets that they are going to be like the dog if they don't listen to me (NEVER GONNA HAPPEN I LOVE THEM TO DEATH), my landlord is just ignoring it. I'm going crazy because of pity but I cannot afford to adopt him or even offer to adopt him and he is also not used to other people.
