Why are rulers of Eldian Empire not called Emperor/Empress instead of King/Queen?

Not an expert on history, so I apologize if my question is silly.

But, as I understand it, a ruler of an imperial state is called emperor/empress. Why did the rulers of Eldia not referred to as Emperor/Empress?
