If we follow basic traffic rules, will that bring any impact in unnecessary traffic during peak hours?

Road rage and the viewers who just stop and watch that fight. People coming from wrong side instead of taking a 100 m u-turn People driving on footpath and overtake everyone Overtaking from left People driving slowly on right side of the road Jumping traffic signals Parking on roads

I feel like these are basic things that we as citizens can do. Or police should take put mandate fines on these. I know people will argue for this with the police but what if they put AI Cameras and send e-challans. I think because of lack of consequences we are failing in basic things.
