Suggestions for must visit cafes in North Goa

We are five people planning to visit North Goa between 16th to 20th March, and we want suggestions for the must visit cafes in the North Goa as well as some must visit Pub or brewery in North Goa.

Also, need advice on how strict Goa police is like we are renting a self drive car and I think there may be a situation when we will be very little bit drunk like 1 beer. So in that case, if Police catches us, what will happen, how much they charges?
