Need help with my hibiscus plant.

Location: Assam

This has been the state of the hibiscus plant for ages. There has been no new leaves growth. The plant itself is not dead because I scraped a bit of the bark, and I can still see green underneath. I had even trimmed the branches a bit in hopes of some new growth, but nothing yet. How do I promote new leaf growth?
