Chicago relation?

(Re9uiem)

Took an embarassingly long time to get past the zipline and got inside the "Willis tower". Do you guys see Raccoon City as an alternate Chicago, or just see this as just a shared name thing with the sears tower and RC as something else? I don't really have a specific location headcanon for RC, just vaguely mid-western, lol.
