Behind the Quota - a Theorie

Under the $1.2 billion "Project Nimbus" contract, Google and AWS are required to maintain cloud and AI services for the Israeli government. At the same time, global cloud capacity is massively constrained by physical acts of war in the Middle East. In early March 2026, Iranian drones severely damaged AWS data centers in the UAE and Bahrain, and severed subsea cables in the Red Sea forced a rapid migration of regional workloads to European and U.S. servers. To make matters worse, some of the remaining computing capacity is currently tied up for cyber defense, as cloud providers have to spend massive resources to fend off coordinated, AI-powered attacks on critical infrastructure by over 60 hacktivist groups.

It also does not explain the repeated reduction of the quota in advance according to other redditors and certainly not "taste test".
