Arkham Knight Mad Hatter mission glitched

I just started playing the game on Switch 2 and the Mad Hatter mission has been impossible to do, I just cant access the room he is in and whenever selecting the mission it tells me to look for the sirens and the marker sends me to GCPD.

I've been to every car location and they just don't spawn and already tried to load a back up save, unfortunately my backup saves are way after I visited Mad Hatter at GCPD for the first time.

Been looking online for a fix to no help, any tips are appreciated.

Thank you!
