First adult passport timelines

My daughter applied for her first adult passport application in person at a passport services office in Toronto on March 16. Anticipated mail out is Mar 30, but online tracker says still under review. Do first time adult passports take longer to process? Can we still expect it to be mailed to us by Mar 30? Just feeling stressed as there's been no movement. We provided all required documents such as current child passport, birth certificate, ID and 2 photos.
