New Xeric Plantings w drought

Recently embarked on a large landscaping project that involved ripping out grass and other non-native plants and had a lot of expensive hardscaping done this winter. Plan as discussed with landscaping firm was to plant with native/low water plants this spring (haven’t paid for this part yet). I worry about the water requirements needed to get an entire yard of new plants established with the current drought forecasted. Right now my landscaping is completely plant-less, just some very pristine pea gravel. Would you ride out the year without planting and hope for next year or go ahead and plant and risk high water costs and potential fines (and guilt)?
