Revoking POA but the current POA won’t hand over her ID

We are in Palm Beach, FL. My mom wants to revoke my brother’s POA and assign a new POA. She made an appointment with her attorney to have this done. But when she went there to sign, her attorney won’t notarize the form without my mom first showing her ID. However, my brother who is currently POA, has her ID, and won’t hand it over. We tried to get a new ID, but my brother has all of her documents (birth cert., social security card, etc) and we cannot get a new ID without them.

So how does my mom accomplish changing her POA when the attorney refuses because she can’t present an ID?
