What Constitutes Interference?

It must be the new update. I'm not doing anything with pre-FTL worlds than I usually would. But I'm in breach of the non-interference act and my economy is tanking. I've even disbanded all my observation posts. Two of them I couldn't (game's bugged as hell) so I had to invade them.

Now I have no pre-FTL worlds but I'm still in breach. Assuming it ever will, how long till the breach wears off and I can get back to enjoying the game without having to spend all my attention on keeping from going bankrupt?
