Low kills early, how to improve?

I’ve been able maintain a pretty high WR on Xerath this season (54%) but feel that most games I’m not doing anything until mid game. I feel that in lane enemies almost always back when I poke them down enough.

I could get more aggressive with my ult in lane but I like holding it a bit for team fighting
