What does this mean and will he come back?

I was in a talking stage with this guy for almost 2 months. During the talking stage he’d always say things like wanting me to be his gf, always wanted to see me, calling , texting etc. btw he was aware that he was my first serious talking stage. and then he randomly switched up and told me he wasn’t ready for a rls and that he can’t commit properly, and that it’s nothing to do w me. He even mentioned how he doesn’t know if it’s bc of what happened last time with his ex. Asked if we could still be friends and I said yes but I never initiated a convo at that time. and then a week later he unfollows me on ig and TikTok leaving me as a follower. And I unfollowed him back instantly. But then he’d still continue sending me streaks on snap and would have his loco on for me. So I let the streak die bc I was confused. -(Dec)

then a month later he approaches me in person and asks how was my new years and how have I been and I said good etc and then I asked him if he wanted to clear things up. And then he told me again that he wasn’t ready for a rls and he knows that is what I’m interested in, and he would think it’s unfair for me to wait until it’s ready. And then apologised saying he feels really guilty. And I asked him about unfollowing me he said it was out of impulse he wasn’t thinking straight and that he’d follow me back which he did. Then texted me saying he couldn’t find my snap when he alr had it added and he was still sharing his loco.

(Feb) Then he’d repost a bunch of videos about rls videos, which at the time I thought were ab me. And I decided at one point to stop giving him attention bc of what he said ab not being ready then he randomly turns of his loco. The next week I decided to text him asking how he was and what he was up to etc and he was replying fast but was dry wouldn’t ask me questions back when I did. So I decided to move on from then.

( march) he randomly likes my TikTok post on an acc he doesn’t follow me on and would stare at me a lot but still didn’t text me. We had make alot of eye contact. But I did nothing and then the next week he unfollowed me again on TikTok and Ig and left me as a follower. But he still stares at me at sch. And now he’s reposting a bunch of videos on talking to someone new but then being hurt which is rlly confusing.

And now all he does is stare.

I haven’t unfollowed him back yet it’s been 2 weeks since he unfollowed me.

What does this mean.
