Am I getting charged more for a substitute?

As the title states. I've ordered delivery and they replaced my 30 CT toilet paper with the same brand but two 18 CT rolls. When I look at my order it says estimated is 39.97! The 30 CT are 19.99, but the 18 CT are 14.49. So am I abiut to pay five dollars more per toilet paper because I am certainly not okay with that.
