Does auto insurance cover permissive drivers without a license?

I’m trying to understand my auto insurance policy. If someone I allowed to use my vehicle for training purposes doesn’t have a license or permit, would they be covered under permissive use for liability or property damage?

Specifically:

• Where in a standard policy should I look for information about coverage for drivers who aren’t licensed?

• Have you seen situations like this covered, or are they typically excluded?

• Also, in situations where minor property damage occurs, would you file a claim immediately or wait for an estimate first?

I have Property Protection / collision coverage, and I’m trying to get a sense of how policies handle this before speaking to my agent.
