Need suggestions for a packable wind and water proof outer layer / jacket

I wear a Mesh jacket (AA rated with CE2 armor) and am looking for a light weight packable wind and water proof outer layer / jacket. Something that packs small and can be kept with the bike/in backpack for times when temp drops and you get hit by slight drizzle.

I keep a rain jacket in my backpack, and its the size of a 16oz beer can when folded, is water proof but does not do much for wind or warmth.

I have a package puffer jacket that folds to same size, is pretty good for warmth, but its not wind proof.

I don't want to carry 2 jackets OR keep swapping between them.

I am looking for something that is a little better looking, a little warmer (say good enough for 55F+, can handle slight drizzle/rain and not a lot bigger when packed.
