Clarification about reporting steam discussions, is it safe or advisable (or pointless) to report bullying on the game discussions forum when you know at least one moderator in the community is a gamer who permits or encourages this kind of behaviour?

Question

So basically one of my favourite games which is generally very friendly has a lot of really aggressive players on the high end, largely Russian, who see death threats and bullying as a way to keep the community "clean" and the game community at large at least permits, encourages, or helps with this, because the public facing side is just "help save this game from cheaters ruining it"

I don't think death threats are ever acceptable, bullying is bad enough, but my real problem is that they don't just do this to cheaters, or even players they think are bad, they do this to people they are racist to, gay and trans people, and anyone who uses a mod they don't like. I don't know what their problem with said guy is, and they're being fairly careful at the moment, just talking about things like how he's a "problem", "the whole community hates him", "don't you dare defend this worthless shit" when someone spoke up for him.

Past experience tells me they are likely bullying him for no good reason (not that there is a good one) and I would like to report them. However I know at least one or two players who are moderators and very active on all posts are a big proponent of these methods, and I've been threatened myself to my shock years ago after becoming a respected voice in the community and feeling I now had the ability to speak up about it, I was merely attempting to have a discussion about why they think death threatening people is acceptable merely because the other person uses a mod that doesn't even affect their own games. A mod that they've declared cheating just because they consider it "gay" due to bright colours and anime icons, that they only even know about because they're using mods that tell them if any user who joins is using a list of mods they don't like, some of which are cheating, and some of which are definitely not. I didn't bother reporting them then but it bothers me that they've been repeatedly posting about this poor guy for weeks.

Is it utterly pointless to report within this circumstance, or worse, would I just be sending them my account name to be passed on to bullies too?
