My dogs back leg is paralyzed and my family yells at me for pleaing to take him

My dog just suddenly lost his ability to move his back leg, he cant walk at all. I told my grandfather about this and told him to take him to the vet, he said no so I asked him again, this time he yelled at me and after that we started yelling at each other. Im at a loss for words, ive had this dog for 10 years now, got him when I was about to turn 13. Am i the asshole for caring about my dog? Is this neglect, is there anything i can do legally? I have no car yet and I have no one to take me there. :/
