Should I stay with my 60D or get a 7D?

I found in the marketplace of the us a 7D with grip, 50mm lens, and a 70-300 for 250$. I'm from a 3rd world country, and that same bundle here costs 680$😭

My mom will be traveling next week for about 6 days, so I have to make a decision quickly.

So the reason I want to change camera is because I tried with 2 brand new chinese batteries, and if I use the screen to record video or take photos, it will discharge in about 1-2 minutes, with only the viwefinder will last several hours so I'm not sure if is a camera problem or a battery problem. Getting a new official canon battery is not an option because here (in a 3rd world country), it costs around 70-80$

So i do not want to risk buying just the battery in the us and that the problem was the camera all the time and I will lose the opportunity of getting a good deal in the us.
