I wonder if this is salvagable

I'm trying to build a 3m long wall, currently Ive poured about half of the foundation in (about 1.3-5 m)

The wall will be about 1.6 meters tall, of blocks that you can see in the pic.

as you can see from the picture I have 1 major fuck up, which is, there is no vertical rebar sticking out.

To try to salvage this, I was going to do the following, except from both sides: https://ibb.co/b5WTvsLW

Do you guys think this will work, or should I just destroy the foundation and start again?

One last thing, like 10 hours after I poured that, it started snowing. It has been around 32-40 f since then (so from 10 hours to ~34 hours now after the pour), am I extra fucked because of this now too?

First time doing anytime myself, so it has been a learning experience I guess..
