Some of my neighbors are gross

Dirty diapers outside their front door, tons of garbage bags, and we have a garbage shed! I'm so scared to get mice. Or worst. It's not all single moms here, hell I was a single mom. Never had garbage all over the place. I don't get it .. tons of people coming in and out. Yet noone can take out the garbage? I talked to the landlord. Nothing was done.
