TNS application– why?

Recently acquired my first bottle of skinmedica TNS advanced+, and saw a comment on here that said after TNS, you should apply your next skincare step (hydration, even moisturizer) while the TNS is still tacky. Why is this?? Seems opposite from all other advice I’ve heard on layering skincare, which is to wait a while between products for each one to soak in.
