If I know a girl that 1000% cheated on exam but I can't prove it what can I do

That girl barely did questions which require 10 seconds to solve(without phone), she used chat gpt for EVERY past paper solving in our classes, she got 900 on December SAT ,and now in March she got 1540.I live in Baku and we have a huge problem with cheating ,and for about 7k$ someone can write your exam for you

So amigos, what can I do? Does it worth to report to collage board or they wouldn't do anything bcs I don't have proofs?
