Character creation question

I am helping one of my players build a new character after a character death. They are looking at taking dots in retainers for a ghoul or a very capable mortal.

The book says to "build them as an above average human or a should with no advantages". Am I understanding this right as their retainer would be a full character sheet separately?

I have the players guide which outlines player character mortals and ghouls, but does the basic rulebook have a section on stat blocks or what the retainer is supposed to be mechanically?
